  • Hearing Appeal on JB Pastor Building - 2 SE of Dolores & 7th

Press Coverage - pre meeting, immediately post meeting and over the following days
HERE is the 8/9/2025 SFGate "Fed up, Monaco billionaire says he's leaving Carmel"
HERE is the 8/8/2025 Carmel Pine Cone cover article "Pastor bids ‘Adieu’ to Carmel", quoting the article first sentence  "FOLLOWING ANOTHER stalemate in city hall Monday over the project he’s been pursuing on Dolores south of Seventh for the past six years, Patrice Pastor said late Thursday that he’s had enough."
HERE is a great expanded post meeting summary from Monterey County Weekly 8/5/2025
HERE is the in advanced Monterey County Weekly 8/1/2025 article on this upcoming Council topic.
HERE is the advanced Carmel Pine Cone 8/1/2025 cover article on this upcoming Council topic.

RESULTS after 6.5 hours …City Council (with Jeff Baron, Alissandra Dramov & Hans Buder) closed the meeting without approval, resolution, or denial - but a continuance. These Council Members fully agreed the project as proposed is not addressing the requirements of parking and landscaping. The other three topics of historic context, building size and CEQA received mixed feedback. At the next Council meeting Sept 8 they’ll review this evening’s findings, approve various motions and then pass back to the Planning Commission (PC) for next steps (called “Remanded” back to PC for future review).
HERE is the YouTube from this meeting
HERE is the advanced Staff Report that recommends declining the appeal with justification. This project was previously approved by PC but was appealed and is set for this meeting. [go to the full agenda link and scroll down for all appeal documents]

  • Police Station/Public Works Rebuilding with Smaller Size & New Architect RFP - Seeking Guidance
    HERE is the YouTube.
    HERE is the Staff Report.
RESULTS: The council supported the smaller sqft, while there was an ask to  relook at the possibility of retaining the firing range. Discussion continued on the critical criteria in the RFP for the new Architect (e.g., understanding our community and architecture). Council also requested to be a part of the selection process once bids are provided in the months to come.
  • Additional 4-Way Stop Signs in Downtown - Seeking Approval
    HERE is the YouTube.
    HERE is the Staff Report.
RESULTS: These new locations, as recommended, were approved with a 4/1 vote and a requested report back if these changes uncover undesired congestion results.
  • Ideas for Employee Parking Alternatives - Discussion & Feedback Only
    HERE is the YouTube.
    HERE is the staff report.
RESULTS:  Ideas were presented on new/revised use for Sunset Center North Lot, Rio Park, and Village SW Residential Street Parallel Parking with Shuttle service to/fr agreed to locations and downtown; also possible Van Pools & MST services. Feedback from Council and public - all fully agree that Rio Park is not an option. Many also seek more info on current use & timing of North Lot of Sunset Center (% of Visitors or Employees). Reminder that today it is OK to park in residential areas and is being used - but many said thumbs down on encouraging it. Other lots in town should be considered as should paid parking in core of downtown. Need to understand costs and responsibility of any option. Tough problem to solve; a "whack a mole" challenge; if you provide more - more will come.
