LAST WEEK - May 5 & 6 2026 - City Council Meetings - Key Topic Highlights
May 6th - Standard Address Launch - pending Monterey County systems refresh - to take 2-8 weeks. Go Live will be announced by City Staff as soon as this has been confirmed. All property owners will receive official notice as soon as possible.
May 6th - Second 7 Day Public Comment Period on Housing Element Amendment - Due by Wednesday May 13th 5PM. Yes, one more time, including minor requested HCD edits, and our timelines were pulled forward. Email your comments to [email protected]. See CRA Housing webpage for documents and details.
May 5th Monday - Council Significant Topics
HERE is the Staff report on the Sale Tax proposed ballot measure for November HERE is the Staff report on the TOT (tax) proposed ballot measure for November Findings: During the Sales Tax discussion, Council also mentioned their concerns on two tax items on the ballot as well as their current (not final) preferences should the consensus be to have only 1 Tax measure on our ballots. Both of these items will receive added adjustments to the ballot language and prepare the ballot supporting arguments to consider these for the Voter Guides. There was no clarification on if/who/how any dessenting counter point can be prepared.
HERE is the Staff report on the next Tri Annual actual Budget Report FY 25/26 Findings: Council expressed appreciation for this interim report and supported the requested adjustments. Capital Expenses need to clarify what $'s are spent from prior year's rollover versus this year's project funding.
HERE is the Staff Report on City Partner Presentations and Fiscal year 2026/2027 budget requests - from Chamber of Commerce, Visit Carmel, and See Monterey, with public and Council comments and feedback received.
May 6th - Tuesday - Council Significant Topics
HERE is the Staff report on the FY 26/27 proposed Fee schedule - was approved as presented. HERE is the FY 26/27 Draft Budget staff report that will be highlighted HERE is the full DRAFT Budget book Findings: Council provided expanded comments on this topic, in advance of the deep dive Budget Review on May 12, 4PM. This was not a decision making but was a preview. Please view Youtube for details. The original approach was to review a 90/10 and a 85/15 operational/capital spend mix to choose. The only proposed budget has a 84% spend for Operations and a 16% spend for Capital Projects. If approved as presented these expense items will be impacted - with more details provided for the May 12th review.

HERE is the Staff Report on the Options to manage Car Week evenings - by Chief Todd Trayer, including the Pilot Paid Parking option. Findings: Upon hearing the options presentation by Chief Trayer, council and community feedback, it was agreed NOT to move forward with the Paid Parking Evening Car Week proposal and to fully support the Plan B with elevated enforcement with new speed bumps, lighting, redirects and sound/noise disruption prevention.

Federal, State and County people and items are on the Carmel-by-the-Sea registered voter ballots for June. The Village specific items including those running for Council and any pending tax measures will appear on our November 3rd General Election ballots.
